Is it fine to tell recruiters and potential employers in interviews that your previous employer gave you outplacement services as a part of your leaving package, or does that give the impression that you were fired rather than leaving by mutual agreement due to a merger, etc? If it is not fine, then I will not bring it up, but will answer truthfully if they ask.

Don't volunteer the information
I wouldn't volunteer the information. It gives you no benefit. If asked, telling the truth is always the best approach... er... ONLY approach.
